Riyadh to host a consultative summit today to the leaders of the Gulf under the chairmanship of the Custodian of the Two Holy Mosques, the summit proceedings looking to move from cooperation to the Union.

It is not likely to see a solo summit declaration of the European Union between the two states, away from the rest of the Council
